🐾 We’ve Just Launched Our First Petition , And We Need You!

Hey everyone — big news: we’ve just launched our first petition on Change.org to End Unlicensed Backyard Breeding in California. Sign it now.

For nearly two decades, I’ve been rescuing dogs, I’ve personally fostered over 2,000. I’ve seen the heartbreak, the suffering, and the cycle that never ends. Rescue work is vital, but it’s only a band-aid on a much bigger wound. We can’t save our way out of this crisis. We must stop the abuse before it starts.

Here’s what the petition calls for:

  • Require all breeders, no matter how small, to get licensed

  • Limit the number of litters per female dog to protect health

  • Impose tough penalties — heavy fines, criminal charges — for breeding without a license

  • Use breeder license fees (not taxpayer money) to enforce the rules

This isn’t about stopping responsible, ethical breeders. It’s about shutting down the ones who chase profit at the expense of animal welfare. Every year, thousands of puppies are born into neglect, sold in unsafe conditions, or suffer genetic defects because of unregulated breeding.

If you believe in fairness, compassion, and accountability — if you want to be part of the change — please sign the petition and share it far and wide. You can also visit us at www.thepawpolicyproject.org to learn more about our mission and how to get involved.

Let’s be the voice for those who cannot speak.

Thank you for standing with us,
Jennifer & The PAW Policy Project Team
